Ulises Arnold, Research Associate

Ulises Arnold began working at CIERP as a Graduate Intern in 2005. He was appointed as a Research Associate in June 2008. Ulises brings vast experience from working over a decade in Mexico as general manager and transfer prices’ auditor. His experiences include management, sales, public relations, budget estimation, price analysis and financial analysis. As a member of the Planning and Policy Analysis Group, he is responsible for institutional planning, both short-term and long-term, and accountability for the state, accreditation agencies and the public. In addition, he performs critical analysis that aids in the policy making process. He was educated at the Escuela Bancaria y Comercial in Mexico City (Bachelor of Administrative Sciences, 2001) and the University of Texas at El Paso (M.B.A., 2006).



Mark Urban, Research Assistant

Mark Urban is a Research Assistant at CIERP. His contributions to the Planning and Policy Group draw from his wide array of talents. Mark assists the Planning and Policy Group by conducting background research and compiling data, and also brings his visual and written communication skills to the production of visually appealing reports and presentations. Mark also handles time-sensitive information requests from various colleges, departments, offices and individuals. Before joining CIERP, Mark served as a private tutor and Teaching Assistant, and is active in student organizational leadership.  Mark holds a Bachelors Degree in Political Science from The University of Texas at El Paso and is currently completing a Master’s Degree in Political Science, also from UTEP.



Mario Elizalde, Graduate Assistant

Mario Elizalde began working at CIERP in 2008. As a Graduate Assistant, Mario contributes to the Planning and Policy Group with quantitative analysis needed for the Center’s Planning Projects. In addition, Mario provides analytical support for external requests such as accountability and performance measurement. Mario obtained a baccalaureate degree in Civil Engineering from The University of Texas at El Paso. He is currently working on his Master of Science degree in Economics.
